Facilities Planning & Construction

Facilities Planning & Construction supports the mission of SBCCD through the planning and development of facilities and standards which advance learning by providing a safe, sustainable, and high-quality environment.  The department is responsible for formulating and administering district policy associated with planning, design, construction and development functions, and providing administration support to both San Bernardino Valley and Crafton Hills Colleges, as well as EDCT and KVCR. The Department also oversees the colleges’ improvements to ensure compliance with the District Strategic Plan and campus Master Plans, and manages advance planning for programming of capital improvement projects.

The San Bernardino Community College District is undergoing an extensive construction program at both campuses. Construction is afforded, in part, through two general obligation bonds: Measure P, a $190 million bond passed in November 2002 and Measure M, a $500 million bond passed in February 2008.  A Citizens Bond Oversight Committee was appointed to oversee the bond funds and ensure bond funds are spent only on voter-approved projects. 

Bond funded projects over $1 million are subject to the District’s Community Benefits Agreement, Department of Industrial Relations Prevailing Wage rates, and Master Labor Agreements Schedule A wage rates.  Please review/download the San Bernardino Community College District Community Benefits Agreement for more information or visit our CBA webpage

The Governing Board of the San Bernardino Community College District strongly encourages Local, Minority, Women and Veteran Owned Enterprises and apprenticeship participation in the construction workforce. Informal Bidding Uniform Construction Cost Accounting Procedures (UCCAP): The District is authorized to engage in an Informal Bidding process for award of construction contracts valued at $175,000 or less. Prequalification Construction Program: The District is authorized to engage in a Formal Bidding process for award of construction contracts valued between $175,001 to $3,000,000 for the prequalified construction vendors only. To apply for the Prequalification Construction program and receive future invites for bids, please register at https://www.planetbids.com/portal/portal.cfm?CompanyID=29414. Formal Bid Process: Via a Notice of Invite to Bids (NIB) or Request for Proposal (RFQ) the District will engage in Formal Bidding process for award of construction contracts valued at $3,000,001 and above.
